不信任決議によって失職した竹原信一氏が出直し市長選挙で再選された。
当然、気になるのが議会との関係である。
もちろん、竹原信一市長と阿久根市議会の「対立」は続く。
まず、竹原信一氏は、現状の阿久根市議会と妥協するつもりはない。
不正な議会には適応できないのである。次の文章で詳しく論じた。
● このような議会には適応しない方が正しいのだ
竹原信一氏は、阿久根市議会を「議案にケチをつけて賛成、反対の多数決をするだけ」と批判する。「本来なら……あるべき阿久根を議論する所です」と批判する。竹原信一氏は、不正な議会を改善しようとしているのだ。
さらに、竹原信一市長は、市議時代から次のように言っていた。
唯一の解決策
変えるには市民が自ら立ち上がるしかない。辞職、解散させこの市長、議会を全面的に作り変えなければ転落を止めることは出来ない。議員の過半数が自主的に心を入れ替えることなどありえない。万一、心を入れ替える事があったとしても、そもそも議会の仕事を考える力がない。職員が提案したものを選ばされる事以上の能力が決定的に欠落している。ひどい事に議会では論理的に組み立てた議論ができない。すぐに多数決に逃げ出す。本当に話しにならないのだ。私は、議員になって最初の一般質問で「阿久根市議会は不良債権ではないか」と発言した。私は今、確信している。
● 議会報告3 問題の根源
竹原信一氏は言う。「議員の過半数が自主的に心を入れ替えることなどありえない」・「万一、心を入れ替える事があったとしても、そもそも議会の仕事を考える力がない。」
竹原信一氏は、現状の議員では問題は「解決」しないと考えている。現状の議員は「不良債権」だと考えている。
つまり、「市民が自ら立ち上が」り、議員を入れ替えるのが「唯一の解決策」と考えているのである。不正な議会に全く適応しない首長が議員の大半を入れ替えようとしている。これは、誠に興味深い事態である。実験的な事態なのである。
議員の方はどうだろうか。もちろん、竹原信一氏と妥協する気などない。自分達を「不良債権」と考え、議会から消そうと考えている相手なのである。彼らにとって、もともと妥協できる相手ではないのだ。
これは、心ゆくまで「対立」するしかない。「不良債権」である議員達が議会から消えるか。竹原信一市長が消えるか。どちらかが消えるまで「対立」は続くであろう。（注）
どのような「対立」が考えられるか。不信任案を提出した議員に対するリコール、再度の市長不信任決議、議会解散など、さまざまな「対立」が考えられる。
マスコミは、このような事態を「不毛な対立」・「泥仕合」と呼ぶだろう。しかし、「対立」の中身を検討しなければならない。中身を検討しない罵り言葉は無意味である。全ての「対立」が悪い訳ではない。
「対立」によって、情報が伝わる。阿久根市民は阿久根市の現状についてより深く知ることができる。
これは阿久根市民が「覚醒」するために必要な過程なのである。
